Implementation of AFIR in Poland – planned locations

The Ministry of Climate and Environment has prepared a proposal for the deployment of publicly available charging and hydrogen refueling infrastructure that meets the requirements of the AFIR regulation. For passenger cars – 166 locations from 2025. In the case of trucks, in 2025 – 25 locations, in 2027 – 77 locations and in 2030 – 166 locations. Additionally, the Ministry of Climate is planning 34 locations of hydrogen refueling stations. These figures refer to the TEN-T core network. Such an analysis has not yet been prepared for a comprehensive network. The TEN-T core network in Poland covers approx. 3,800 km, and the comprehensive network 3,700 km.

Additional funds in Mój Elektryk

The budget of the Mój Elektryk program under the leasing path is to be increased by PLN 100 million. The remaining conditions are to remain unchanged, including the duration of the program, the recruitment procedure and the maximum amount of the subsidy and the value of the vehicle.

Combating SCR emulation and DPF cutting

On September 5, 2023, the first meeting of the Expert Group was held in the Ministry of Infrastructure, the aim of which is to develop system solutions enabling the elimination of vehicles that excessively pollute the air due to the removal of particulate filters (DPF) from vehicles and manipulation of the exhaust gas treatment system of drive units. in vehicles used in road transport. PZPM is part of the expert group.

CO2 reduction goals consistent with the Constitution? Motion to the Constitutional Tribunal

Minister of Justice Zbigniew Ziobro submitted a request to the Constitutional Tribunal to assess the constitutionality of EU regulations regarding the "ban on registering new combustion engine cars from 2035." According to the minister, they may be inconsistent with the Polish Constitution and violate the principle of unanimity in energy matters.

Launch of KPO - exhaust emission tax is one of the milestones

The opposition promised that after forming the government, it will unblock payments from the KPO (PLN 158.5 billion, including PLN 106.9 billion in the form of grants and PLN 51.6 billion in the form of loans). For this to happen, Poland must meet the conditions of the so-called milestones. One of the milestones is the entry into force of a legal act introducing a tax on the ownership of vehicles emitting exhaust gases, in accordance with the "polluter pays" principle, which is to be linked to the vehicle's CO2 and NOx emissions.

Higher penalties for economic crimes

On October 1, 2023, an amendment to the Penal Code entered into force, tightening penalties for economic crimes. For example, robbery with a firearm and unreliable keeping of business records leading to financial damage will be punishable by the same penalty of 5 to 25 years of imprisonment. Prosecutors received guidelines, demand the harshest penalties in the so-called white collar crimes.

Euro 7/VII relaxed

On September 25, 2023, the negotiating position was adopted by the EU Council and on October 12, 2023, the proposal was considered by the parliamentary ENVI committee. The Council i.a. (i) maintains the current test conditions and emission limits (Euro 6) for passenger cars and vans, (ii) tightens the emission limits and slightly modifies the test conditions in relation to Euro VI for trucks (iii) harmonizes the limits for particle emissions from brakes and permissible tire abrasion rates with the UNECE regulations, (iv) changes the validity of the new requirements from a specific date to a period counted in months from the entry into force of the regulation.

CO2 from HDV – reduction targets mostly maintained

On October 16, 2023, the EU Council in its negotiating position largely maintained the target levels and implementation dates set by the Commission. The target for semi-trailers has been reduced to 7.5% and the period for achieving a 100% reduction for city buses has been postponed to 2035, with an interim target of 85% in 2030. The Council also wants a faster review of the implementation of the targets and the inclusion of the CCF correction factor as part of the review.

EV trade with the UK – we are waiting for the EC's move

Strict regulations on trade in electric vehicles between the EU and UK enter into force on January 1, 2024. Failure to respond by the EU will mean the imposition of a 10% customs duty on battery exports. The British SMMT estimates that the entry into force of tariffs will increase vehicle prices by approximately EUR 4,000. The postponement of the entry into force of the regulations is supported by ACEA, SMMT and the British government. We are waiting for the EC's move.

First stage of the carbon border tax (CBAM)

On October 1, 2023, a new reporting obligation for importers under the CBAM regulations came into force. Entrepreneurs importing goods from outside the EU, including: cement, steel or artificial fertilizers will provide the value of greenhouse gases embedded in them, including: carbon dioxide. It may be a challenge to obtain information on direct and indirect emissions from a third-country supplier.

Forecast for registration of passenger cars and commercial vehicles

In October, PZPM published a forecast for the development of the passenger car and commercial vehicle market in 2023-2025. The forecast covers the entire market in individual categories and details electric vehicles. The forecast is created as the arithmetic mean of the predictions sent to us by member companies. This year, companies are more optimistic when it comes to forecasting the development of the passenger car market than a year ago, but less optimistic when it comes to commercial vehicles. In both cases, predictions regarding the development of the electric vehicle market were revised downwards. Below is a fragment of the forecast. You can check the full result here.

Vehicle registrations in Poland. Data from CEPiK for Q3 2023

The first three quarters of the year proved positive in almost all vehicle categories. The exception are trailers and semi-trailers with a GVW above 3.5t (20,159 pcs.), which, despite a four percent drop, still sell better than in pre-pandemic 2019. The second exception are mopeds (9,284, -4.4%), which mean less and less for the two-wheeler market in Poland each year. After the long-awaited rebound on the bus market, which we have been observing since February this year, buses are constantly accelerating. More vehicles were registered during the three quarters (1,211) than in the entire last year. And the third quarter itself increased by over 120% compared to the previous year. Over 350,000 passenger cars were registered in the first half of the year. (+10.6% y/y). This year's result will most likely be better than the results from the previous three years. Premium brands, which already constitute ¼ of the market, are growing much faster (+19.4%) than popular brands (+8.0%). The share of premium brands has been growing systematically since 2005, when it was just over 4%. In this case it is a record 24.5%. The dynamics of electric cars is decreasing. In the first half of the year, they grew by 77%, and after three quarters they show "only" 54% growth year on year. Their market share is 3.5%, and Tesla has a dominant position here (27% share). However, 78% of all newly registered cars still have a petrol engine (classic or hybrid). Less than 16% of passenger cars have a diesel engine (classic or electrified).

Production of motor vehicles and engines for motor vehicles in Poland according to CSO data - OCTOBER 2023

According to the latest data published by the Central Statistical Office (GUS) in September, the production of motor vehicles in Poland recorded mixed results for individual vehicle segments. Production of passenger cars with a result of 27.9 thousand pcs. was in positive territory (+40.9% y/y). Trucks and delivery vehicles up to 3.5t reached the number of 23,748 units, recording a slight decline (-1.7% y/y), while the production of buses, which ended with 347 units, recorded a double-digit loss (-27.9% y/y). r) compared to the same month last year. In September, the production of engines for combustion cars decreased by 20.8% y/y compared to the same month this year.

Registrations of passenger cars in European Union. ACEA data for Q3 2023

In September 2023, new car registrations increased by 9.2%, reaching 861,062 units, marking the EU car market’s fourteenth consecutive month of growth. Two of the EU’s largest markets saw substantial gains; Italy (+22.7%) and France (+10.7%). Germany’s market was relatively steady, with a tiny 0.1% drop compared to September 2022.

"Sustainable transport in Poland", campaign of PZPM, truck member companies and Rzeczpospolita on the occasion of World Mobility Week. Rzeczpospolita invited the Polish Automotive Industry Association to take patronage and jointly implement an editorial series in Rzeczpospolita. Member companies representing trucks took part in the project: Scania, Volvo, Man, IVECO, Daimler Truck, DAF, Renault Trucks.

Supervisory Board meeting - 30th of October

The quarterly meeting of the PZPM Supervisory Board will be held on October 30. The topics discussed will include current affairs, including: Euro7/VII, E-mobility and the "Moj Elektryk" subsidy program, charging infrastructure and AFIR implementation, as well as European issues including - among others: cooperation with ACEA, ACEM and CLCCR.

Meeting of Truck Group - 7th of November

Another meeting of heads of truck distributor companies will be held on November 7. The most important issues that will be discussed at the meeting include: the development of a fast charging network for trucks, the industry's demand to introduce subsidies for the purchase of zero-emission trucks, European regulations, and agreement with organizations and representatives of transport and distribution companies.

In June 2023. PZPM's website was refreshed. This may have an additional influence on the perception of PZPM as a professional and trustworthy organisation and encourage further interaction with the organisation and also increase the number of visitors. The refresh of the website is also an opportunity to additionally update the content and adapt to new trends. New approach of automotive industry

Autonomous and running only on electricity? Will these be the cars of the future? The fact that the European Union wants to make the automotive industry zero-emission is no secret. More important, however, is the stage at which car manufacturers are and whether they are able to meet the EU guidelines.
