CLCCR TC Meeting in Warsaw October 18 2023. Summary

• European and UNECE Legislation

- Cyber Security does not applies category O, can be issue in case of bodies where software update is necessary

- TPMS R141 – product is available on the market, 4-5 axles vehicles are out of scope

• CO2 Regulation

- EC Proposal of extension of the scope to include buses/coaches, light trucks and trailers, for existing vehicle groups (4x2, 6x2; tractor/rigid lorry), maintenance of the target (-15%) for period 2025-2030

- CLCCR Position: Different targets for semi-trailers (15%) and other trailers (7,5%) are not supported because proposed CO2 target of 15% for semi- trailers cannot be verified with the VECTO calculation, Lowering the targets for trailers to 5% and for certain trailers to 7.5%,Announced fines of 4250 euros per vehicle per gram of CO2 exceeded threaten the existence of trailer manufacturers and does not correlate with the price of a trailer

• VECTO: Last version was published on 4th of Oct 2023 (First official release), further development:

• Smart Tachograph: Regulation (EU) 2020/1054 entered into force on 20 August 2020 and introduces Smart Tachograph Version 2 in LCVs (2.5 tonnes to 3.5 tonnes for international transport) from 01/07/2026

• Powered Axles on Trailers: (EU) 2019/1242 – Proposal for revision definition of zero emission vehicle still under discussion as presently proposed definition of trailer r equipped with a device that actively supports its propulsion does not contain limitation of speed to 15 km/h where propulsion device (i.e. e-axle) could be operated

• UK National Legislation: GB Type Approval Regime – TRAILERS:

- ‘Provisional’ GB approval compulsory – 1 January 2023 (except for trailers in the UK before that date),

- Mandatory for new types – 1 February 2025
